The evaluation methodology and criteria shall be technical compliance selection on pass or fall basis and shall address two stages of eligibility and technical capacity and as listed below,
(a) Eligibility Requirement:
· *A copy of certificates of registration/incorporation or equivalent certificate of registration issued by PPDA for bidders registered by the Authority
· *A valid Tax Clearance certificate or equivalent where applicable
· * A copy of the bidders current trading license or equivalent where applicable
· Registered Powers of Attorney for authorized signatories
· Valid practicing certificate for consulting firms or equivalent
· References from the company/firm Bankers
· Proof of payment of bid submission fee
(b) Administrative requirements:
· *Physical address and telephone numbers of the company/firm
· * A statement in the company profile that the provider has no conflict of interest in regard to the prequalification process.
· A declaration that the provider is not under suspension by the Public Procurement and Disposal of Public Assets Authority (PPDA)
(c) Technical requirements:
· Relevant Infrastructure and equipment owned by the company/firm if applicable (attach evidence)
· Audited financial statements for the past two years

(e) Submission Procedure
All applicants shall pay a Non-refundable fee of UGX 50,000 (Uganda Shillings Fifty Thousand) for each category to Account Name: Te-Kworo Foundation Limited, Account Number: 01095668673255, DFCU Bank-Gulu Branch
Applications shall be addressed to;

Prequalification submissions must be delivered to any of the Te-Kworo Foundation offices in Pader, Nwoya and Kitgum or at the main office in Gulu at 2nd Floor Cynibel Building Opp. UMEME offices in Gulu-Uganda not later than Thursday, 13th March 2025, at 5:00 PM Or via email; connect@te-kworofoundation.org
Any Application received after the deadline for submission of Applications prescribed will be rejected and returned unopened to the Applicant
(f) TKFU reserves the right to accept or reject any application or all applications.
(g) All costs associated with the preparation, submission and any other form of participation in this procurement process shall be borne by the bidders.
